I'm not sure if they mean the first commenter on every post but it's possible. Have a look at the First Commenter Club.
I also found the June Comment Challenge. But, as it is already halfway through June I don't think I can still have much hope of making 1000 comments by the end of June.

Hi Laura! The First Commenter Club is a club where the blog owners gives linky love to their first commenter on a blog post, some bloggers give linkies for all their posts, some just give linkies to specially marked posts.. Anyway, you are welcome to join, just follow the rules.. :)
I am in the June comment challenge too (my second blog anyway) and I've already reached a 1000++ comments.. :)
